The preparatory studies for the new strategic plan covering the period 2025–2029 were initiated with the circular issued by our Rector, Prof. Dr. Yılmaz CAN, on August 31, 2023.
Strategic planning in the public sector is carried out under the provisions of the "Regulation on the Procedures and Principles Regarding Strategic Plans, Performance Programs, and Annual Reports to be Prepared by Public Administrations" and "Strategic Planning Guide for Universities (2021 Edition)" published within the scope of Public Financial Management and Control Law No. 5018. Considering that the 2020–2024 strategic plan of our university will expire in 2024, the preparatory studies for the new strategic plan covering the period 2025–2029 were initiated with the circular issued by our Rector, Prof. Dr. Yılmaz CAN, on August 31, 2023. Within this framework, the Strategy Development Board was established by our Rector to direct the strategic plan studies at the highest level. The first meeting for the preparation of the Strategic Plan was held on September 29, 2023, under the chairmanship of our Rector, Prof. Dr. Yılmaz Can.
At the meeting, which started with the evaluations of our Rector Prof. Dr. Yılmaz Can regarding the 2020-2024 Strategic Plan studies, the planning steps and the roadmap to be followed for the 2025-2029 Strategic Plan were determined under the titles "Preparation Process, Situation Analysis, Outlook for the Future, Differentiation Strategies, Strategy Development: Determination of Goals, Objectives, and Strategies". Prof. Dr. Can stated that Giresun University's 4th Period strategic plan preparations have started and that he believes that all unit managers and staff, especially the Strategy Development Board, will pay the necessary attention to these studies. He also emphasized that the plan should be compatible with the state's top policy documents, such as development plans, medium-term programs, and the strategic plans of high-level institutions such as the Presidency of Strategy and Budget, the Council of Higher Education, and the Turkish Higher Education Quality Council (THEQC), and that it should include targets and performance indicators, especially in the field of hazelnut, which is an area of specialization. In the strategic plan of this period, he also stated that it is important to determine the basic strategies for program and institutional accreditation studies, to increase the quality and quality-based criteria in learning and teaching, research and development, and other academic activities, and that it is important to form a "Strategic Planning Team" that can represent units and fields and will work with dedication to carry out all these studies.
As a result of the consultations made by the Board, the meeting, in which the "Strategic Planning Team for the Period 2025-2029" was determined, which will prepare the Strategic Plan Preparation Program and carry out the studies under the legislation, ended with the exchange of ideas about the measures and improvement activities that our university can take to achieve the strategic goals and objectives that should be included in its strategic plan.
In addition to the Rector of our University, Prof. Dr. Yılmaz Can, Vice Rectors Prof. Dr. Güven Özdem and Prof. Dr. Hüseyin Şahin, Chief Advisor to the Rector and Accreditation, Academic Evaluation, and Quality Coordinator Prof. Dr. Mustafa Şanal, and the Assistants of the Coordinator Assist. Prof. Dr. Hakan Sipahi, Branch Manager Seyfi Göktekin, and members of the Strategy Development Board attended the meeting.
