The Giresun University Communication Centre (GİMER) Application Portal, which enables our stakeholders to submit complaints, requests, suggestions, information requests and satisfaction reports through a single channel, has gone live at gimer.giresun.edu.tr.
The institutional framework of the system is set out in the Giresun University Communication Centre Directive, adopted by decision no. 300-1 of our University Senate dated 10 September 2026. The Directive establishes the principle that stakeholder applications are managed through a single channel in an integrated and traceable manner, and regulates how applications are received, assessed and concluded within the Plan-Do-Check-Act cycle. It is available through the Quality Management Information System at kvys.giresun.edu.tr under document number KYS-YNR.092.
Developed by the Coordinatorship of Accreditation, Academic Evaluation and Quality in cooperation with the Department of Information Technologies, the system records the communication our students, staff and external stakeholders establish with the University, makes every application traceable through a reference number, and manages response processes according to the service levels defined in the Directive.
Five types of application can be submitted through the portal. According to the internal target periods set out in Annex 1 of the Directive, complaints reporting a problem and requests for services or transactions are answered within five working days, while requests for information and documents, suggestions contributing to improvement and satisfaction reports sharing positive experiences are answered within seven working days. The clock starts when an application is assigned to the relevant unit, and weekends are excluded. Escalation notices are generated to the unit manager at seventy-five per cent of the period, to the GİMER Officer at ninety per cent, and to senior management once the period is exceeded. The maximum response periods laid down in Law no. 4982 on the Right to Information are reserved in all cases.
Applications are received through verification routes defined for three distinct stakeholder groups. External stakeholders sign in through verification of their identity details against the records of the Directorate General of Civil Registration and Nationality, students through their Student Information System account, and staff through their institutional e-mail account. In the three-step flow of identity verification, application form and completion, the personal data protection policy is presented for approval, and applicants may additionally request that their identity be kept confidential.
In quality assurance terms, GİMER represents the institutionalisation of a feedback mechanism. Quality assurance in higher education requires not only collecting stakeholder opinion but also tracking what is done with it. By binding reports arriving through scattered channels to a defined process, the portal records to whom each application was directed, within what period it was answered and what was done as a result. This structure makes the feedback component of the Plan-Do-Check-Act cycle traceable.
The data produced by the system can be reported through unit-based application distributions, subject breakdowns and response-time performance. These reports make it possible to identify bottlenecks in service processes, to address recurring application subjects together with their root causes, and to base improvement decisions on evidence. Beyond answering individual applications, institutional processes are thus supported by feedback data.
