The national body responsible for quality assurance in higher education in Türkiye.
What is YÖKAK?
The Higher Education Quality Council (YÖKAK) is the national quality assurance body that evaluates the quality of teaching, research and administrative services at higher education institutions in Türkiye. It supports institutions in establishing their own internal quality assurance systems and in improving them over time.
Through external evaluation and accreditation processes, the Council strengthens transparency and accountability in higher education, authorises accreditation bodies, and works to keep the national quality assurance system aligned with international standards.
Legal Status and Establishment
YÖKAK was first established on 23 July 2015 (Official Gazette No. 29423) through the Higher Education Quality Assurance Regulation. On 1 July 2017 it was reorganised by Law No. 7033 and placed under Additional Article 35 of Higher Education Law No. 2547. The Council has the status of an organisation with administrative and financial autonomy, holding public legal personality and a special budget.

Core Duties
Institutional External Evaluation
Subjects the teaching, research and management processes of higher education institutions to external evaluation against defined criteria.
Registration of Accreditation Bodies
Carries out the authorisation and recognition of accreditation bodies and assesses their compliance with the defined standards.
Spreading a Quality Assurance Culture
Ensures that a quality assurance culture is internalised and spread across higher education institutions.
Evaluation and Accreditation Programmes
