The “Giresun University Directive on Stakeholder Engagement and Feedback Management”, adopted by decision no. 300-7 of our University Senate dated 10 September 2026, entered into force on the same date.
Published under document code KYS-YNR.096, the Directive comprises nine chapters, 45 articles and one provisional article. It governs the systematic participation of internal and external stakeholders in decision-making, implementation, monitoring and improvement processes, and the transfer of the views, suggestions, expectations and complaints received from them into our quality assurance processes. Stakeholder engagement is applied at four levels: the University, academic and administrative units, departments and programmes, and individual courses or activities. Among the core principles is the requirement that a view received is carried into the relevant decision and that the outcome is reported back to the stakeholder.
Single-channel management is the governing principle for receiving feedback. Individual feedback requiring a response is received through the Giresun University Communication Centre (GİMER), which went into service in recent days. Stakeholder surveys are conducted through the survey system operated by the Statistical Consultancy and Applied Research Centre (İDUAM). Academic units, departments and programmes establish external stakeholder advisory boards. Minimum frequencies, responsible parties and stakeholder groups are defined in the “Minimum Stakeholder Engagement and Evaluation Calendar”. Reviewing GİMER applications for the relevant period is a mandatory agenda item at every stakeholder evaluation meeting.
Under the transitional provisions, units prepare their stakeholder analysis and prioritisation matrix within three months and submit it to our Coordinatorship, while separately operated feedback channels are integrated into GİMER. The Annual Stakeholder Engagement and Survey Calendar, on which survey implementation is based, is prepared by our Coordinatorship together with İDUAM. Our Coordinatorship analyses GİMER data at least every six months by subject, unit and application type. The nine annexes of the Directive — two guides and seven forms — are published as separate documents in the Quality Management Information System.
Ahead of the site visit to be carried out in November 2026 under the YÖKAK Institutional Accreditation Programme, the aim is to embed a culture of continuous improvement grounded in stakeholder engagement across all four levels, and to make traceable, together with its evidence, which decision and which improvement each view has produced.
